The Ukrainian resistance was so difficult to crush that the Russian military targeted populated areas in Kharkiv, Chernihiv and Mariupol.
The UK Ministry of Defense has said that "this is likely to represent an effort to break Ukrainian morale."
Russia has previously used similar tactics in Chechnya in 1999 and Syria in 2016, employing both air and ground-based munitions, the ministry added.
